This is probably a dumb question.
Ifyou are getting inbound links to your site, does it matter if:
1) The sites are of a lower rank than yours
2) The site is operating in a completly different industry?
Is the whole point of link building to have links between sites of the same industry?? If thats the case why would competitors link to your site? Or am i getting the wrong idea and any site that is ranked well for its keywords will help boost a site advertising something completely different?

Not a dumb question at all. The answer to both of your questions is no, it does not matter.
As to the point of link building, it's to build recognition of your business and site in places where people who are part of your target audience may hang out.
Think about it that way and it will be easier to figure out where good places might be for your particular business.
