I have 20 sites running on same server(means ip are same) ,doing seo for all,some one told me search engine may be penalise for running number of sites on same server.is it true?or is it affect my site anyways? because i cannot afford dedicated server for each site.Please help me out.

That is completely false. Shared servers have been around for decades and are not an issue for SEO. Now, if you're doing something deceptive or "tricky" with those websites, that's another matter... but that would be a problem no matter what the IP address of each domain.
