what if I make some parked domains during the websites are under construction. Will that be good or bad for SEO??
and how long it is allowed to stay in the parked domain & not affect the seo results?

Neither.But if the parked URIs get indexed they may well start showing instead of your "main" site documents.

that's exactly what I mean, once the website is completed & replaced these ads with my content, will my rank be affected because of "bad history"?

For the most part, parked domains are not a good thing to have as it relates to SEO and search engines.
301 redirect them instead.
