I know a lot of people do press releases to get backlinks to their site. But I have an article I'm writing I want to release, that I think has the potential to be picked up by a lot of media outlets, as it's a breaking news article that will be a big deal in a huge niche. What should I be aiming for with the press release? I mean, should my main goal still be to get back links from the press release? I dont want the press release to look low quality because I have a backlink in the release either. So I'm not sure how to handle it?
And for a fairly big release like this, should I be paying for a release from PRWeb?

Your main goal of a press release should never be to get links.

If you really want attention from the media, you'll do better to reach out to them directly or work with a media relations specialist who knows who to contact and how to contact them.
