Hello,
Would Drupal be a recommended CMS for somebody who only knows CSS and HTML?
if not, are there any other options, besides wordpress of course?

No if anybody know only css and html only they cant work on drupal.php and mysql knowledge is very necessary.

Ok..A person with only simple knowledge of making a website is more than enough for working with Drupal...
You only need PHP and MYSQL knowledge if you want to make some custom Mods changing etc...
There are loads of plugins which automatically start working once you upload and activate it from the Drupal Control panel...
So it is very easy to work with drupal...
Ok..to make it clear i am not an associate or I dont work for Drupal...only that I have about 5-6 websites which run on drupal one of which is a Forum
I never faced any issues you get used to it when you read the Help Docs etc..which are available on their site.
