Hello guys

My PR just became 3 now i have this concern and i want to know your expert opinion on it if possible
If i have two side link exchange, that is i link a site and it links me back, with lots of PR 3 site would it effect my PR in a bad way?
or it is good? i mean should I just go after higher PR like 4 or exchanging links with lots of 3 is gonna help me increase my PR.
