I'm not 100% sure that you can't, but when I tried to find info on video Facebook ads it didn't seem as if there was such a thing. I've also never seen one in any if the many hours I've wasted on Facebook.

I didn't find anything like you.

But I see that ad many times. it looks like an image with a play button on the corner. when someone clicks it, a popup or something appears with a video inside.

I wonder how people are doing it! & why facebook doesn't make it clear on how to use it.

It's probably written in FBML (FaceBook Markup Language).
