Yes Ive noticed in more recent threads from other forums re: complaints about getting hit by the new algorithm. However, the Official Blog stated that this was to eradicate low quality sites...so if a site had some really good quality and original content...it wouldn't have had been badly affected

According to what I've read, Panda is ongoing and not always running. They flip the switch from time to time which is why we've had the February hit, one in April, one in May (I think)... seems like about every 30-60 days. That's why they've cautioned that even if you were able to fix every problem with your site, you might not see results for some time after making the corrections.

So no, sites would not necessarily have already been affected.
