Dumb Question About Ppc Traffic

I was in a consulting situation managing a campaign for an advertising agency. One of the adgroups had a very high bounce rate (great number of traffic though). I paused this adgroup and as a result the campaign got a lower amount of traffic coming to the site. I was blamed for this drop in traffic. Is this truly my fault? Did this person want her client to get traffic that doesn't convert? Neither she or her client know much about PPC.

Easy enough to tell. What do the analytics say?

Less traffic isn't necessarily bad if you were removing the irrelevant traffic.
