Confused About Pages And Rules In Fb

Confused about pages/ business pages
I am confused by this - I have a personal facebook account and I created a page for my company that is linked to my personal account: it does not have any likes since I just made it yesterday.

Anyways - this is a copy and paste from FB rules:

If I already have a user profile, can I create a business account?
Maintaining multiple accounts, regardless of the purpose, is a violation of Facebook’s Terms of Use. If you already have a personal account, then we cannot allow you to create business accounts for any reason. You can manage all the Pages and Socials Ads that you create on your personal account.

So am I breaking the rules? Why must I be one or the other? Why cant I promote and socialize my business as well? Its very confusing or is this just me? Hopefully I am not breaking any rules here.....

I think I am reading this wrong, - is it OK to have a Page that is promoting a business?
