So say rather than to list the link on this link page you've placed the link in an article in your blog perhaps or elsewhere. This goes the same for the party linking to you. They mention you in a newsworthy article. Mission complete.

No and No.
The ONLY thing that makes any difference to the link "juice" passed is the quantity of the links pointing to the mage and the "value" of those links.

In terms of traditional PageRank (the real kind that only Google knows about) I'd agree with Chrishirst.
However, I do believe that Google has long since gone beyond that and do use a page level analysis for many things. It would certainly make sense that links within the context of a page could be valued more than links on a traditional links page. Of course, there will be many other factors involved, most importantly the trustworthiness of the website that the link appears from.

Search around the web for some well designed reciprocal linking pages and you will see that many of them have decent PageRank. Notice I said "well designed".
There is a big difference between a resource or links page that leads out to related and complimentary pages and a link farm designed for the sole purpose of gaming the system. Also, according to Matt Cutts, "a link is a link is a link".
I'm more than sure that Google's algorithms have the the ability to judge intent. Create a link page that benefits your visitors and it will be treated accordingly by Google.
