Best is usually the latter, using the cTLD.

The OP explains exactly the issue I'm also having with targeting countries and languages. The Google article is great and goes some way to explaining the best ways to deal with this issue, but there are some concerns that I could do with clearing up.
My target countries are US, UK, Australia, Japan and France. I've been trying to research the possibility of registering a .fr domain but it appears that there is a restriction on these domains for people outside France, can anyone confirm this? If there are restrictions with purchasing ccTLDs, the next best method is sub folders. Within GWT I can assign the the geo targeting but what can I do for Bing and Yahoo?
