I think packaging your services is a smart way to gain new clients. In today's self-serve retail world, most people do not want to start an interaction with a business until they have an idea of what to expect- having some starter packages does that.
Be very clear on what the services include. Unfortunately, I've found that people don't want 3-4 pages of concise and practical advice that will improve their website. You need to wrap that advice into a 30-40 page report in order for them to feel like they've gotten their money's worth.
