I was wondering as the internal links and text are very important. How would you guys deal with the following.
Let say you have a site on chiropractics offices in every states in the U.S. You have a navigation menu that would say " Chiro offices in the the U.S and then you have a list of the states. Now these link texts have let say "Alabama", "Alaska" etc. Now how can you have a better useful text link because you are not ranking for "Alabama" but for let say "Alabama Chiropractic doctor" but you cannot have a list of link that would be every states with the text "chiropractic doctor" with it!
Does any have an idea?

If you just want the pages crawled, that is what HTML and XML sitemaps are for.
If you want to use internal link anchor text to boost page relevance, you'll need a LOT of external links pointing to your site to make your internal links that powerful.
If there are really physical offices for all those locations, then including their addresses and telephone numbers in crawlable content should help get them included in local search listings.

Why can't you?
As long as there's other content on the page as well and it makes sense to people visiting the page, it's typically okay.
