Pr Does Not Change After Building Links

Why is it that before I posted links my pr is already 2 but after a month of posting links from Dofollow forums, still my site's pr is 2?

Because toolbar PageRank has very little to do with anything useful.

And generally, forum links don't count for much anymore. A link that is easy for anyone to get, generally isn't worth much.
What is your strategy for getting real sites to link to yours?

Just because of links in forums you do not get PR. There is lot of stuff behind good PR. You need to get good back links from good back ranking pages. refer good SEO tutorials.
