Same level as Google in the US, less? More?

Just to avoid any kind of misunderstanding, I assume you meant to ask how important are titles in certain other search engines that have a high market share in other countries?
(I only know about google and yahoo to be honest)

Every search engine is going to place some level of importance on the text that appears inside a <title> tag.
Trying to break that down to how much importance each search engine places on the <title> is a fruitless exercise. Fruitless because not only is it almost impossible to isolate as a ranking factor without significant testing, but also because since the page is going to be seen by every search engine you'd still end up wanting a good keyword targeted <title> while also being a <title> that will resonate with searchers in a way that drives click throughs.
