Adding State To My Query Supresses My Ad In Google.com/adpreview

I just setup an ad campaign for a company in my state. Starting to test, so I setup 5 phrases, setup as phrase, broad and exact match. Also set the ad to only be displayed in my state.

When I go to adpreview and type in my keyword, the ad is displayed, if I add "buy" in front of the keyword the add is displayed.

But if I add the state abbreviation after the key word phrase, the ad is NOT displayed. It appears that adding the state suppresses the ad. If I remove the abbreviation, the ad is displayed.

Why is this happening.

It should give you some clues.
