Is This The Best Way To Optimize A Site That Has 2 Language Versions?

My client has and English and a Spanish version of her site on a .com and a .es domain respectively.

I don't speak Spanish at all. This is how I am thinking of going about it:

1) SEO the English site as I would do any English site - including fixing all the usability issues it has.

2) Expand on the list of Spanish keywords she's provided, using Google's Keyword Suggestion Tool, and create a spreadsheet with Spanish keyword figures/results.

3) Provide her Spanish translator with the English SEO to translate, along with the Spanish keyword spreadsheet to refer to.

4) Have them make the same usability changes on both versions.

Is there a better way than this? (Aside from giving half the job to an SEO company in Spain!)
