1) That depends on the forum software you're using. Consult your user guide or whatever other means of support / help-getting the forum software offers. (For open source software, this may be a support forum, for instance.)
2) Depends on the directory. Different directories have different submission criteria.
3) Yes, you can submit it. Whether it will do any good is an open question.
