With 158 posts, I think you qualify for a site review. Unless you're operating an adult site (which I don't think is allowed), why don't you ask for one? Maybe people can give you some better feedback that way.

Good idea, where should I go? To site review? and explain what I am looking for? or what is the problem?

I will finish the redesign and definitely do it. This site is interesting. Since I saw that it came back for a short period of time. I decided to add a page every 2 days on the site to show the SE that it is still alive! Google picked it up that same day. Also that site (the penalized one is first on Google for all keywords)

Sorry what I meant is for that short period of time that it came back, It went back in the first place. I just found that interesting that Google was indexing my content that fast.

If it's indexing faster than it was before, you can apparently chalk that up to Caffeine.

"Caffeine" is a new indexing method that Google is using.

I wonder what is different about my sites?
I don't chase around "Social Bookmarking Sites", don't have hundreds of "friends" on various "Social Media Sites", Twitter etc, I don't check rankings EVER and never seem to suffer from these odd "penalties"
Traffic just carries right on as if nothing has happened!

For these particular Google changes, it's carrying on the same for most others as well.

Now out of this I kind of have a really good problem. In the last 30 months. I took another website and optimize it to pretty much the same keywords. Now I will end up with 2 websites that can end up with 1-2-3 in the Google results. Our company gets mostly phone calls from the sites. We are a helpline. I do not want people to call one site and then go to the next and end up to the same counselor. It will create some friction with clients.
Any suggestion?
