Click the link around the top of the page labeled "My Controls." Then go to "Edit Avatar Settings." You can either choose from one of the avatars that are publically available on the forum, or use your own.
If you want to use your own, you can either point to something on your own server, or upload a file, but it can't be more than 100 x 100 pixels or 20 KB.
