This is a general question.
Say that you are interested in promoting via bloggers or other online content producers (amateur & otherwise). The goal would be to get reviews, mentions, interviews etc. Staying involved in the blogosphere for relevant areas is great, but doesn't easily scale beyond a dozen or two. A dozen is great, but you would run out of bloggers to contact fairly fast. Other approaches scale too much, producing thousands of unfiltered names. I am not talking about spamming large numbers blindly. More along the lines of phone calls, personal emails & samples.
How would you create the list of potential bloggers to contact. Does anyone have a suggestion for a systematic way of finding appropriate blogs? It is OK if each one takes some time to find. Like I said, I don't need huge scale.

I'm sure you've already thought of these, but just in case:
Search for related terms plus the word "blog" and see what comes up.
Set up Google alerts for blog results related to key terms. See if anybody who shows up is different from the blogs you already know.
Check the blogroll on the blogs you already know about to see if there's anyone there you haven't heard of before.
HTH...
