My client uses the TM next to every instance of his brand name - even in the nav.
It messes up the legibility and , IMO, makes the link less compelling.
Can it be left off? We can place a trademark clause at the bottom of every page instead.

That's a question for their attorney, but if I remember correctly, I think it's okay to only have it on the logo or something like that. I'd still check with an attorney or at least some legal site that states what the trademark rules are so that they don't lose it.

You really only need the TM on a logo (if it's part of the logo) and the first time you mention a brand name in the body content of a page. That's per the APA Guidelines. I make no promises about the obsessiveness of clients.

Yes, it can be left off. It is simply a notice. Removing it from one instance of the name doesn't mean your trademark registration is rendered void. A trademark infringer cannot use ignorance as a defense.
