I am having someone else do my title tags and description tags to my hosting account. Is there any way for them to do this without me giving them full access to my hosting account?

That depends entirely upon what kind of system, be it template, CMS, cPanel, dreamweaver or custom application they have to work with.
The short answer is yes. In the past I've written custom scripts for updating pages, updating specific content area within pages. With several of the common content management systems you can set up privileges bases upon access levels.

If you're concerned, I'd suggest having them provide you with a document of all the titles/descriptions and then you can put them in yourself.
