Hi,
I'm new at this Forum business so if this is awkward, let me know.
From reading the [url=http://www.highrankings.com/forum/index.php?act=boardrules]Forum Rules[/url] it looks like I need to make 20 posts before I can ask a question? Or can I ask a question in response to a particular thread?
I just can't seem to find a starting point.

You can ask a question at any time. No post minimum for asking questions.

I've been trying to post a question, but the New Topic button doesn't seem to work for me. I know there must be a procedure, I just can't figure it out.

Where are you trying to ask your question EMcM? Some forum areas are indeed restricted, namely the Site Review section. That's a pretty specific thing though as site reviews are quite an indepth process.

For questions though, you should be able to post most everywhere else on HRF.
