Hello ,
I searched forum but could not find solution to my question . I am working on website which targets many cities. So whenever a user click on page, then our website track its Ip and show him a services page which contains the nearest city in it , something like Dynamic Landing Pages we use in Adword Campaign .
For eg :- user is from Miami then headline of page will contain Miami in it and entire content would be same.
Is there any SEO penalty for this ?

have you checked G! to see what pages are indexed?
Does each area show as a separate indexed page with just a title difference?
It may be that the bot only see's the page relevant to the IP it is from.
Also bear in mind there isn't a 'penalty' for duplicate content only a filter.

Thanks for Replying , Its a new website so we are just creating it , You are right that Google Bot would see a page relevant to ip , Since each dynamic page will create its own separate url and i am planning to optimize each page for its city keywords , whether it would be a problem , if I am building links for different pages with identical content only with minor difference of keywords
I hope you are getting what i am trying to ask

While it works nicely for people and Adwords, it can sometimes be considered "Madlib Spam" when it comes to organic search.
