Increase File Download Speed

We have a number of PDF files (mostly pages from our catalog) available for download on our Web site. I've optimized them as best I can using Adobe Acrobat Pro and range in size from about 1MB to 5MB. However, the download speeds I see are significantly slower than speeds I see when I download comparably sized PDFs from other sites.

We're running Apache on our own Windows server. I'm wondering if there are configuration settings within Apache that can improve download speeds or is this most likely an issue with our hosting company?

Any ideas??
