My site is banned from Yahoo for many years now, I have tried contacting them via the site re inclusion form many times but all it get in response is the copy paste answer that my site is not in compliance with yahoo guidelines, they don't tell how the site is not in compliance

Is there a way to contact them so they can actually give a response ?

No, because with organic search listings, they don't owe anyone anything and therefore do not feel the need to have to respond to those who they believe have not followed their guidelines.

It's not just Yahoo. None of the search engines is going to pinpoint what thing or usually things you did that crossed the line when you file a reinclusion request. Their point being that they want you to do the right thing by your real human visitors.
