Why search positions are not consistent across google sites (google.com, google.co.in,google.co.uk,etc).

Because each of those Google sites is running off a different database, targeting a different country or region and potentially using a different version of the algorithm.

Hello there,
if Google sites is running off a different database, targeting a different country or region and potentially using a different version of the algorithm, Will i have a problem from google's point of view since the host and me doing every thing are in very different countries and i wanna target the host country ?? I mean is the host country is the only determine for google to detect the site as my site has a good position in my regional google but in the hosting country it's not..
