Blogs are like any other site. Sames rules apply for being search engine friendly. If you read through many of the threads here, you can get some idea of how to ensure that your site (or blog) is crawler-friendly.

Generally blog software is just that...software. They output pages. Many blogs output a page for each post and many blogs create absolutely static pages.
With that being said I am a huge fan of MovableType....
Google tends to probably like blogs the most. (as a blog it is really easy to get a high pagerank by getting a few links from other bloggers and registering your blog with a few blog sites)

A blog is a blog. A site is a site. People will want to link to a good blog no matter how it is hosted.
It is usually easier to develope a linking campaign if your site is paying for its own hosting, but it is not necissary.
