Can Url Submission Softwares Help?

I was searching for a URL Submission Software and can across some which were for FREE !
I wonder is such softwares can help in rankings? Can anyone advice please.

The short answer is No.
The longer answer is none of the major search engines require you to submit your site to them. They all have spiders and will discover urls themselves.

My answer is 'it depends', you were not clear where you were planning on submitting your URLs. Both answers here assumed you meant to the Search Engines, and if that's the case then their answer stands.
However, if you were talking about directory submitting then yes it can help, some directories still carry PR to help with ranking, they also can bring valuable visitor streams.
And as there are so many directories to choose from, some software can help to make the process easier.

I have come across a great example of my firends site now being no3. in G! for a key search term and the page listed is his directory listing.
As G! hadn't indexed the site yet, I consider that enough proof, to say directory submission is still a very much important part of SEO, but it does depend on the directory you are submitting to.
Is it just the software you have objection to?

But I've come across a tool which makes filling in the same old fields less time consuming, a bit like the 'auto-complete' facility in the G! toolbar for webforms.
But again that relies on all forms naming the input elements the same, so of no use half the time!
