Hi

The main phrase for my website consists of two words. A similar phrase would be hair removal. Now when I list alternative key phrases for each page, is it safe to repeat the main phrase for each key phrase, or does Google see that as spammy and would prefer just to write the word that should be added to that phrase for other keywords:

e.g: hair removal, hair removal products, hair removal treatments, removal of hair, hair removal in men, hair removal in women, arm hair removal, back hair removal

OR

hair removal, products, treatments, men, women, arm, back.

Would the first process be seen as spammy, even considering each of those versions are popular key phrases in themselves, or would Google understand this. And if they would be spammy, would the second process be effective for the specific key phrases such as 'hair removal products'?

Repeat them where? If you're talking about the meta keyword tag, then do whatever you want or don't even use it. It will make no difference to Google since it's completely ignored.

If you're talking about your content, then it would look silly to repeat it like that.

Tags in a blog are category links. If you can justify the various terms having their own category, then it's fine to use them that way.

I have a similar situation -- our key words have many variations, but all include "gift baskets, for example, key words are gourmet gift baskets, corporate gift baskets, coffee gift baskets, chocolate gift baskets, etc. Does repeating these in the title and meta descriptions considered spam?

Depends on how many times you're repeating them. Focus each page on only a few keyword phrases and you should be okay as there would be no need to spam your title and description when you do that.

I think you're referring to repeating "hair removal" in the title tag and content of the different pages of your site. If I am right about that, then no, it's not spammy.

Your site and home page is about the general topic of "hair removal", you have a page about "hair removal products", you have another page about "hair removal treatments", Etc. This scenario is not spammy, it's simply telling the search engines what each page is about. If the title on your "hair removal products" page was just "products", then the search engines would have a harder time determining what that page was about.
