Boy, someone would have to be a really nice, wonderful, intelligent, cute, Supercalifragilistic expialidocious chocolate appreciating person to implement that.
It would be very handy and I'm sure I would find a way to send hand crafted chocolates their way.
I sure hope this "dratted lazy Admin" decides that chocolate is an important thing (It's a vegetable, you know - very nutritious) and changes priorities ever so slightly...

I have an additional tip for anyone who's had copy stolen -- when you find a site that has plagiarized you use a search engine's "backwards links" feature to track down any directories that list the dodgy site with a description that's actually part of your stolen copy. This just happened to me -- searched for a phrase, found some @#@%@# who stole paragraph #2 on my home page (what, paragraph #1 isn't good enough?), found a directory that listed them and had the paragraph as the description and emailed off a complaint.
I not only got a "we've removed them" email from a tech, but the company president wrote me a long email apologizing and telling me how they were going to double check and make sure none of the other listings (in other categories) of this company used our words! Needless to say, I currently think the folks at that specific Romanian directory are the cats meow....
So, even though the plagiarizing website has ignored my "remove our text" emails they're no longer getting as much traffic....and hopefully if some of their links go away Google will downgrade their PR and maybe downgrade them in the search results to the point where they don't even show up for anything worthwhile.
It's very emotionally satisfying to use my knowledge of search engines and directories to hit back where it counts -- right in the links.

I wish I knew the name of that "dratted lazy Admin"... I'd give him/her a piece of my mind for over promising and under delivering. Maybe it would be better to sweet talk them, though. You DO catch more flies with honey than vinegar. (Maybe you catch more flies with chocolate than vinegar - ???)

It's good to remember that most people hate spam and copy theft and don't want their business associated with it. You can usually count on their help once it's clear what's going on.
