As I understand I have very little leverage and control over directing in-bound links to different pages in my website. So I realized that I need to concentrate to promote my homepage with max number of links to it. Lets say I succeed and my www. mysite.com/index.html page will get good ranking. Will it bring up other pages like www. mysite.com/about/html , www. mysite.com/services.php etc in the eyes of Google? Each page was designer with a different set of keywords in mind.

Yes, as long as you're linking to those other pages in your main navigation. The link love will be spread throughout.
