How do people think Google interprets css flash replacement?
Not for the purpose of keyword stuffing, just to represt the content in the flash movie.
I'd rather not be using Flash at all but apparently I have no choice.

Depends upon what you mean by css flash replacement. If you're only talking about feeding a hidden div layer that can't ever be made visible, you're probably asking for trouble. But if you used the same general concept but made it so the hidden div layer could be made visible by normal users, you should be okay.
You'll want to read Jonathan's How to SEO Flash article.
In either case you'll want the extra info in the hidden div to be a faithful representation of what's actually in the Flash movie. Don't stray and get silly with keyword stuffing or anything like that.
