When Does Google Check 'relevance' To Generate A Quality Score

I have one keyword that is also mentioned in the adword, and is on the landing page (in fact the keywords is an exact match with the landing page name), and yet i am getting the message 'Ads rarely show due to low quality score'.

I created and added the new landing page a couple of days after the adword was set up. Could it be that once its set up Google does NOT go back and check the relevance? Would i be better of cancelling the campaign and starting again to achieve a better quality score?
