You seriously need to manage your bosses expectations just like we manage our clients expectations...you wold be hard pressed to come up with a methodology for creating instant results. At very least you better have a good handle on how often Google crawls your site (Google Webmaster Tools). Even with the crawl, resuts are not instantaneous.
However, should you come up with a scheme to do have an instant effect on the SEs, please call me, and let me know your salary requirements...
If you owned a search engine...would you allow it to function that way? However, there are many ways to improve your crawl rate.

Viral marketing, paid link building (and I don't mean just paid links as in adverts), professional copytext writing, PPC (which you've already dismissed), TV adverts, printed adverts, special offer marketing campaigns, targeted marketing to your target audience...
Anything is possible with enough money..... however, if the boss doesn't want to spend a million bucks for an overnight success, which would also likely not produce the required ROI, so as Andy suggests, you need to explain what SEO is to your boss, how it works, what avenues there are and their respective costs, plus their likely results...
Once he understands better and you can bring him onside, you can then work together, within your budget restrictions to achieve viable and more realistic goals.
