I'm working on a site that has 10 very informative PDF brochures.
But they were created a long time ago without SEO in mind, so our geographical location keywords - and good keywords in general - are not in them.
They have been indexed and sometimes turn up in searches, but not very often.
Also, the PDFs are going to appear on 250 Web sites as each location has it's own web site and each one offers the same pdfs.
Should I create an optimized html page for each PDF, with a summary of the contents of the PDF, as well as an option to print it?

It's always a good idea to update old content, especially if you know you can optimize it better without sacrificing what is important for the readership.
Minimizing chances of duplicate content is always a good thing, too, in my opinion.

Sorry, I don't get the point. You are posting the same outdated pdf pages on 250 sites?
If it's outdated, then I'd say, sure, go ahead. Why not? 250 duplicate pages aren't going to rank well anyway.
Do you have access to the original document so that you can edit it? If so, that would be worth the effort. Depending on the content, it may even be worth recreating.
Perhaps instead of posting the same page 250 times. Post the pages in one authoritative website and then link to it from your 250 sites. That way it will get all the nice link juice from the other websites and start ranking for the keywords. As a bonus, you will have only one set of documents that you have to update and maintain.

You've given me something to think about.
I was going to cut the text out of the pdfs, update it, and republish it as regular web pages - with the PDF option for those who wanted to print it in leaflet form. But your idea of linking to it from all the sites is worth some consideration.
