If blog please suggest which one to use wordpress or blogger. I would buy a custom domain if I choose a blog service

A blog is a website really, or part of one. It is just one that uses a particular set of feature so it is recognisable as a blog to people who visit it. What makes a site a blog is really how you treat it. What will make it be a blog is being divided into 'posts' listed (usually) in reverse chronological order & containing some of these common blog features:
- rss feed
- regularly updated with new 'posts
If you need something easy & basic, you can try one of the many free hosted blogging platforms. If you want to control the blog yourself, keep it on your server, modify the code etc. Wordpress.org is probably the most popular platform with many extensibility options. It is usually the platform of choice if you want to keep to the traditional blog structure & features.
From my knowledge, Drupal & Joomla are both more website management systems that also contain blogs. I believe they are preferred by those that like to customise the platforms themselves. (again from hearsay) I beleive that Drupal is further along the difficult/powerful end of the spectrum then Joomla & certainly Wordpress.
There are also all sorts of paid options out there & options in different programming languages (all those are in php).
Your actual decision will depend on what specific features you want/need. You said: 'add features to allow people to ask me to write a review for their product or service.' That could be a bit of text asking people to send you an email or it could be a system that automatically takes submissions, publishes them, allows you & others to comment, archives them - all them according to a predefined work flow, approval process etc.
If the latter is what you need then you would want to look at your choice of system more carefully, you may need some programming work done. If all you need is a blog that asks people to submit reviews (with words), all blogging platforms will work & you should pick the one that seems most convenient & easy to use.

No it's not true if you install the software on your own server. It requires a database on the server.
Even if it were true it wouldn't cause any SEO problems whatsoever.

if you can work your way through cpanel then you can install a wordpress.org blog platform through fantastico within the cpanel, you will have a blog in 5 minutes, then go to youtube and type in how to build webpages in cpanel, you will find a helpful video i'm sure. you can start small and build webpages for sales page, capture pages then improve when your business builds. to start off if you plan your blog properly you can run your entire business with a blog and 5-10 webpages.
all you need is a hosting account for cpanel, wordpress.org and youtube and your on your way.
