If the page you're placing a link on is indexed, if it has any link pop to pass in the first place, if the links are nofollow links or not if the newsletter is published on the web or only emailed, if the forum allows Guests to see live links... There are a host of reasons why such links might not show as a backlink or confer link popularity.

Not sure if Randy is misunderstanding the question or if I am, but you said:

it depend on the forums you joined with.. if it has no follow attribute.. google doesnt count it as BL but other SE do.

Now what the forum has to do with google crawling... or is that they even crawl the page (topic) on the forum.
