Purchasing links on sites (including directories), other than anchor text on the link
1. Is is necessary or advisable that there should be surrounding text?
2. A pure home page url link, what value does it have for SEO, is it only for the searchers that search for the brand name?

You're overthinking things a bit. All links pointing to you are good. Those that use a keyword phrase in the anchor text help tell the search engines what that particular URL is all about. That doesn't mean that a link pointing to your page with just your URL is bad, it just makes it more difficult for the search engine to get the whole picture.
Text surrounding the link can certainly help provide the search engines with a bigger picture of what your site might be about.
Nothing is "necessary" or absolute in SEO. Do the things you can do of which you have control. Not every link is going to be a perfect one, but that's okay.
