What Matters For Search Engines, Quantity Or Quality?

What will bring the highest rankings in Google?
I'm tired of trying, Two years, My site never went far from page 3 (now it's on page 6 of Google.com for my biggest keyword)
SO, DO Google cares about the PR of the sites that are linking to me or what really matter is the quantity of links I get?

Strictly from a PR perspective, 1000 PR3 links would be better than 10 PR5 links. It's widely believed that PR operates on a base-6 scale, meaning that:
1 PR9 link = 6 PR8 links = 36 PR7 links = 216 PR6 links = 1296 PR6 links, etc...
Of course, PR is just en estimation. Even if the base-6 theory is accurate, you don't really know the PR of a page. It shows a 7, but is that a 6.5 (rounded up), or maybe a 7.4 (rounded down)? That'd be a big difference.
Probably the 10 PR5 links, but the bigger question is how related they are. If they're from sites in a closely related niche, they'll do quite well.

Wrong question. You should be asking which will bring the most targeted traffic to your site. That will give you the answer to everything else as well.
