I don't think that Google only uses the top space when they go from 8 to 11 ads. I'm looking at a SERP right now with two top of page sponsored ads, and only one in the right column. Now, I'm looking only for pages in Ireland, but if what you say is true, all of these ads should be in the right column. You might get the same result if you type in 'electricity service Ireland'. And since my client is on the very top of the sponsored ad lists, I can tell you all that it is absolutely NOT because we get more clicks than the organic results, I can tell you it's because we pay for it.

How do you know that? Wouldn't you need access to their stats for that?
We actually know each of the owners of all the other sites; they all sell for the same company. We don't have their site logs but the referrals generated by the sites are reflected in reports at the sales meetings. The difference between the top two sites and the all the others is quite dramatic.
