Msn Featured Sites And Msn Shopping

For the life of me, I can't figure out how to become a featured affiliate on MSN. I thought you had to be like a household name. But occasionally I'll see a smaller site up there. Does anyone have any idea how to 1_) become a featured site 2_) know who to contact at MSN to even discuss this.

Also, on MSN shopping MSN Shopping there are Featured Stores with their logos on th right hand side. I'm assuming these are the logos of the Featured Affiliates. Once again, does anyone have any clue how to get listed here?
