There are several dozen of them that you can find by conducting a search of Google, Yahoo, etc.
And to one degree or another they all suck. As do most automated subsmission kits.
The bottom line is you don't really need to submit your site to dozens or hundreds of directories anyway. Links from directories are not going to help your overall rankings much, if any at all.
Get a link from a couple of general directories, then look for some niche specific directories to see if there are any in your market. If you find some submit to them and move on to more important things. Since you're only talking about 5 or 10 directories tops, you shouldn't need a tool to automate submission.

In January I submitted my personal site to dozens of directories (both paid and free) to see if this would be a good strategy for one of my clients, and to date it hasn't helped in the slightest. No hits through them, the links don't show when I do an inbound link count through the search engines, my PR hasn't moved. I'll concede that I used very little discretion in determining which directories to submit to, but at the time I was going for quantity. In my humble estimation there are dozens of SEO activities that are more fruitful. Submit to DMOZ and Yahoo! (if the budget allows), and move on. Directories won't help.
