Reciprocal Link Sites...any Good?

Being new to game to get better rankings, are these websites that send you reciprocal links to approve any good? I'd like to get other sites displaying my link, as I've read (and been told) this will increase your rankings with google. However, I'm not sure if listing reciprocal link sites in this fashion will help or hurt my plight for better rankings. Thank you.

First you need to do is to build content rich site. Good content will generate people aspiration to point (or vote with their link) to your site. After that you can start building links by exchanging them with sites, which in some way related to your subject.
For example if you sale flowers then exchange links with delivery company, gift wrapping paper site, postcard site etc. If companies you exchanged links with have good SE positioning then you will be noticed as well and will get your share of visitors.

I've never seen one that's worth getting involved with.
Usually it comes down to having to spend too much time wading through link requests from sites that are so far off topic it's silly, not mention most of the requesting sites being absolutely horrid with undecipherable structure and crappy usability, all the while offering nothing of value to real users.

It's easy to say "PR... don't worry about that one" but the truth is that most of the sites do not want to link to a PR0 site. And what criteria do we have to see if a site is helful or not? Indexed pages in SE? Content? That's all? Good SEO positioning sites do not give links to obscure sites

Don't blame the poor web sites. It's not their fault that they have a complete idiot as a webmaster.
I link to PR0, PR1 and PR2 sites all the time, and yes my sites are high PR and all rank in the Top 10, usually Top 5. 99 times out of 100 these lowly sites brand new so shouldn't have a lot of PageRank/Link Pop, but if they have something unique to offer I link regardless of PR.
Not only do my site visitors get exposed to some great stuff before they'd find it on their own, but those other webmasters tend to love me and give links to me with prominent placement, even years after the fact. Dunno if that's because they remember that I helped them get the ball rolling or what, but those links to fledgling sites sure do pay off a year or two down the road when those former PR0 sites are now PR5 and kicking some serious tail.
