Could Placement Targeted Ads In Google Be Considered As Links

I was working in my adwords account today and a thought occured to me. Googles "placement targeted" ads place your ad with a link to your site on relavent websites that you choose. I know these ads are not permanently placed on these sites and that these ads rotate. But if your ad shows up on a site and Google crawls it, would Google consider it a link?
