Upload Lots Of Weak Pages Or Wait?

I want to start 2 new sections (kind of like directories) on my site, one for information contacts and one for pictures.

Now i have 100 pages which can each typelink to 2 of the above mentioned pages. However in the short run the 100 + 100 pages, so 200 in total will have no content, they will simply be asking for content and I will add the content as it is submitted to me.

If I create these pages first and interlink them from the rest of my site it will be easier than me interlinking each page as it picks up content, plus if its interlinked already people are more likely to see it and submit info/pictures to me.

For example:
"contentpage1" links to "moreinfo1.html" and "morepictures1.html"

"contentpage2" links to "moreinfo2.html" and "morepictures2.html"

etc for each 100 pages.

Now the contentpages.html are actually good content, but the others are not, the only difference between "moreinfo1.html" and "moreinfo2.html" will be the search and replaced keywords, so basically they are the same template page apart from the keywords,, same goes for the difference between "morepictures1.html" and "morepictures2.html". They will become different over time as info is submitted to me.

Is it okay to upload all these template like pages, or will it make my site look like spammy no content doorway pages to the search engines, namely google???

The advantage of the pages being incorpoorated into the site from the start means as I add info to the pages I just need to upload them, whereas if they are not already intergrated, I then have to spend lots of time individually interlinking them with the rest of the site. Its a much less time consuming job to do it all in one go and have it ready.

At the very least I'd recommend excluding those empty pages via robots.txt until they have something real on them. That's a minimum. I'd actually not link to them at all if it were my site. Just give people a form they can submit that makes note of the various categories.

If you don't at least exclude the pages via robots.txt you're going to stand a decent chance of seriously degrading the overall quality of your site in the search engines. I'd still drop the links because with them there you're going to be giving real users the same sort of low quality experience showing them a bunch of empty pages.
