I too received a PM from him. However, when I went read it, I got a message saying "You are not allowed to use the messenger feature on this board." Is it true I am not allowed to PM anyone, but they are allowed to PM me?

Nope. I went to my profile and clicked "send message" and it still says "You are not allowed to use the messenger feature on this board"

At some point (probably back in the last upgrade) the settings were changed, so they could now do that. In order to put a temporary stop on any fairly new member being able to pm or email spam through the forum, I made it so any regular 'member' (anyone with less than 20 posts) can't use the PM system.
Scottie's been busy, but she's the one who knows how to set it back so that only people with no posts can't pm or email through the forum. I can't seem to figure out how to add that level of membership to the forum at the moment.
So don't despair, you won't get any more spams, but you might not be able to PM for awhile until it can be dealt with properly.
On another note, the whole High Rankings site including the forum will be moving over the next week or two to a new server and there may be some downtime at that time.

Well I really don't mind not being able to PM until I earn my keep. However, it irked me that the system wouldn't allow me to have access to view a PM sent to me, even though it emailed me a notice that I have a PM.
