OK. I am trying (like everyone else I suppose) to get my site listed high with the search engines. My page rank (4 out of 10) seems to be a lot higher than some of my "competition", yet I still rank (well)lower than them on the search engines. They don't seem to have any more keyword relevance in their copy, etc. So am I missing something?

It's pretty much impossible to offer an opinion without looking at the site and perhaps your competition.
My suggestion? Stick around the HR Forum for awhile and join in some of the convo's. Once you're up to 10 (meaningful) posts you can submit your site for review, per the forum guidelines. I'm sure you'd get all kinds of useful advice to help you improve the situation that way.
